Emmanouil"},"content":{"rendered":"<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-1060 size-full\" src=\"https:\/\/emmanouilreview.eu\/wp-content\/uploads\/2026\/06\/56526765_10215858897198730_1571460346705608704_n-1.jpg\" alt=\"\" width=\"960\" height=\"641\" srcset=\"https:\/\/emmanouilreview.eu\/wp-content\/uploads\/2026\/06\/56526765_10215858897198730_1571460346705608704_n-1.jpg 960w, https:\/\/emmanouilreview.eu\/wp-content\/uploads\/2026\/06\/56526765_10215858897198730_1571460346705608704_n-1-300x200.jpg 300w, https:\/\/emmanouilreview.eu\/wp-content\/uploads\/2026\/06\/56526765_10215858897198730_1571460346705608704_n-1-768x513.jpg 768w\" sizes=\"(max-width: 960px) 100vw, 960px\" \/><\/p>\n<p>The establishment of the Balkan Forum in 2019, initiated by the Ministry of Macedonia and Thrace and co-organized with academic, scientific and socio-economic stakeholders, represented one of Greece\u2019s most significant initiatives of the last decade for strengthening cooperation in the Balkans.<\/p>\n<p>The Forum was conceived as a flexible, multidisciplinary and transnational platform of public diplomacy, aiming to mobilize governments, regions, chambers of commerce, businesses, universities, youth organizations and civil society actors towards the development of a new narrative of regional convergence and cohesion within the European framework.<\/p>\n<p>Its creation stemmed from the consultation process of the Ministry\u2019s Master Plan 2018\u20132028, which identified the strategic role of the Ministry of Macedonia and Thrace, the Interreg Managing Authority based in Thessaloniki, and the institutions of Northern Greece in promoting transnational and interregional cooperation across the Balkans. (2026)<\/h2>\n<p>Today, the Forum <span lang=\"en-US\">could <\/span>function as:<\/p>\n<ul>\n<li>A regional hub for programming and technical cooperation<\/li>\n<li>A platform aligned with European strategies<\/li>\n<li>A mechanism connected to:\n<ul>\n<li>EUSAIR<\/li>\n<li>The Prespa Master Plan<\/li>\n<li>Interreg Programmes<\/li>\n<\/ul>\n<\/li>\n<li>A Greek soft-power instrument<\/li>\n<\/ul>\n<p>The Forum promotes Greece, and particularly Thessaloniki, as a regional center of dialogue, connectivity, cooperation and stability in the Balkans and Southeast Europe.<\/p>\n<h2 class=\"western\">Future Potential<\/h2>\n<p>The Balkan Forum could evolve through the expansion of its Steering Committee to include partners from all Balkan countries and through a rotational hosting system.<\/p>\n<h3 class=\"western\">1. A Regional Think &amp; Do Tank for the Balkans<\/h3>\n<p>A permanent hub for data, policy dialogue and cooperation in:<\/p>\n<ul>\n<li>Economy and trade<\/li>\n<li>Environment<\/li>\n<li>Culture<\/li>\n<li>Youth policies<\/li>\n<\/ul>\n<p>It could continue supporting cooperation among the seventeen institutions involved in implementing the Prespa Cross-Border Master Plan while promoting new initiatives related to mountain ranges, rivers and maritime corridors across Southeast Europe.<\/p>\n<h3 class=\"western\">2. A Supporting Mechanism for Macro-Regional Strategies (EUSAIR and MED)<\/h3>\n<p>Through:<\/p>\n<ul>\n<li>European Groupings of Territorial Cooperation (EGTCs)<\/li>\n<li>Thematic interregional working groups<\/li>\n<li>Flagship projects<\/li>\n<li>Joint programmes and initiatives<\/li>\n<\/ul>\n<h3 class=\"western\">3. A Bridge Linking Greece, the Balkans and the Eastern Mediterranean<\/h3>\n<p>Particularly in the fields of:<\/p>\n<ul>\n<li>Green energy<\/li>\n<li>Transport<\/li>\n<li>Mediterranean diet<\/li>\n<li>\n<p lang=\"en-US\">Blue and Green Skills Partnerships<\/p>\n<\/li>\n<li>Civil protection<\/li>\n<li>Culture and tourism<\/li>\n<li>Strengthening the international role of HELEXPO<\/li>\n<li>Digital governance<\/li>\n<li>\n<p lang=\"en-US\">Thessaloniki and Greek cities as hubs on innovation networks<\/p>\n<\/li>\n<\/ul>\n<h2 class=\"western\">Conclusion<\/h2>\n<p>The Balkan Forum represents a contemporary Greek contribution to regional integration, demonstrating that cooperation in Southeast Europe should not be confined to intergovernmental institutions alone but can also be fostered through flexible, participatory and multi-thematic platforms.<\/p>\n<p>As the Balkans increasingly emerge as a strategic region for peace, stability and green growth within the European Union, the Balkan Forum has the potential to become a distinctive institution of Greek inspiration and regional significance\u2014a platform that advances the European vision of regional
